View of the Ulu Camii, mosque in Kars city Kars. Kars Ulu Mosque is a mosque located in Kaleiçi District, Kars province of Turkey. It was built in 1643 by Dilaver Pasha, who was the Governor of Kars during the reign of Sultan Ibrahim. The mosque was burned and destroyed after the 1877-1878 Ottoman-Russian War, when Kars was under Russian occupation, and the structure, which was damaged during World War I, was destroyed by earthquakes after the war. It underwent a restoration in 1997, which caused its originality to disappear.
